Whilst not entirely exclusive of one another, there is, generally speaking, a difference between these two types of family order.

A specific issue order, often, is to deal with a problem that CURRENTLY exists.

A prohibited steps order, usually, is to deal with a problem looming in the sometimes very near distance.
